    the laws of most republics include clauses which basically mean "innocent until proven guilty"

    meaning that a person is considered innocent unless it can be proven that they are guilty, if there is insufficient proof, then a person may not be punished.

    so then WHY is it that whenever the issue regards the internet, things are always shut down BEFORE the trial? isn't that in direct violation of the "Presumption of Innocence"?

    if anyone can clarify this for me, then please, I'm interested.

    The enforcement officials need to do what they can to prevent further harm. They are given the authority to detain individuals, confiscate evidence, and shut down broadcast transmissions. All of this is (pretty much) universally considered undesirable and can be considered punishment; which is why they are "highly" trained and held to "rigorous" standards in order to exercise "sound" judgement.
