    I'm seeing alot of really stupid slippery slope arguments here. There's an easy medium, just geta licensing program where you have to pass certain qualifications to be considered a valid user of these programs, much like you have to have a license to purchase certain chemicals for industrial manufacturing.

    I think PerpA's idea is rather that it'll at least be legal for those with a certificate.
    Since "hackers" are going to use it either way, even if it's completely forbidden.
