He was probably some loser in High School who wanted to be an authority figure, but underneath that badge he's still that kid who didn't have any friends because he refused to shower after gym, and had a weird shape to his head. I say that because he asked her out with a note, and the note was written with no self confidence whatsoever. Christ; he would have had better luck if the note had said "Will you be my girlfriend? [_] Yes [_] No (Please check a box and return to my mailbox at **** ***** by Friday at 5)"
And the whole using the police database to find her home address? That's no worse than using Facebook to find an address. There's no guarantee he was even stalking her; he just needed to get his note into her possession.

I remember the first time I saw it. It was on as a late night movie, and my dad watched it with me. My aunt walked into the living room during the scene where the nun gets raped. She's a catholic and a woman (obviously), so a nun being raped didn't sit well with her. She thought my dad and I were watching some fucked up porn or something. I tried to get her to watch it though, because I think any Christian should watch it.
